Which credit cards are eligible for surcharging?

The rules around credit card surcharging are determined by the card issuers and may have additional regulations determined by state and federal law.

Not every card issuer allows its users to receive surcharge fees from merchants. Additionally, they may restrict which types of charges are eligible for a surcharge fee.

Broadly, across all issuers, cards that are not eligible for surcharging include:

  • debit cards
  • gift cards
